   Welcome to the Direcção Nacional de Petróleo e Gas (formerly the Oil, Gas & Energy Directorate)
Timor-Leste became the world's newest nation on 20 May 2002, and shortly afterwards made its debut as a significant petroleum producer. The new nation has already demonstrated the capacity to facilitate development in a competitive, transparent and responsible manner.

So far production has come from a joint development area in the Timor Sea, but now the Timor-Leste Government has developed its own legal and fiscal regime for investment in highly prospective onshore and offshore areas.

In August 2005 Timor-Leste launched its first independent offshore licensing round. The first phase of the process was completed with the acquisition of more than 6600 kms of 2D seismic, a regional grid covering the entire Timor-Leste exclusive area between the JPDA and Timor-Leste. This data is now available to industry, which will have six months to assess it prior to the bid deadline in mid-March 2006. Awards will be made in the 2nd quarter of 2006.

Who can apply?
· You must be a Timor-Leste citizen

· You should be currently enrolled in an accredited university level institution outside of Timor-Leste
· The degree you are pursuing should have potential relevance to the public sector petroleum administration in Timor-Leste
· You should have at least basic oral and written English skills
· We are encouraging applications from students of ECONOMICS, LAW and GOVERNMENT/PUBLIC POLICY as well as from Petroleum, Geology, and Mining Engineering.

Details of the grants and conditions that apply
· The maximum sum allocated will be $1000 US per person total
· The grant is only to cover tuition and study related material, and will be paid directly to the institution in question upon invoice
· Performance will be monitored through the institution in question, and if deemed unsatisfactory subsequent payments will be cancelled

How to apply?
· Download the application form http://www.timor-leste.gov.tl/emrd/small_grants.asp and complete it
· Attach the following:
o a copy of current identification including a photograph (passport or identity card)
o a copy of your university transcript showing semesters completed and grades for each semester, and the average IP
o a letter from your university outlining the tuition and related costs of your study for 2007
· Write a short essay (150-200 words) in space provided. You will be assessed on ideas, language and originality. Please write your own essay – essays which have been copied from another candidate or from some other source can not be accepted
· If you have completed previous studies (diploma or bachelor) you should also include results and a copy of the certificate

Selection process
Selection will be competitive. Candidates will be assessed on their academic results and their essay. Please ensure that you have completed the application form in full, and have attached all the necessary documents. Incomplete applications can not be considered. Students who have an average IP of less than 2 will not be considered.
